MAIN OBJECTIVES OF MANUFACTURING ADVISORY COMMITTEE – STAGE II |

| 1. |
Achieving and sustaining the production volume of 135 million mobile handsets by 2012 alongwith 20 to 25 million broadband CPEs and to study the possibility of crossing 250 million mobile handsets alongwith 50 million broadband CPEs by 2012. Also, studying ways and means to protect the industry from low quality, sub standard products and dumping. |

Catalysing the growth of a robust parts and components industry both as suppliers to the mobile handset industry in India and the world and to create a strong No.2 position for India with a minimum share of 25% in the global market. |

| 3. |
Creating a strong No.2 position for Indian manufactured accessories in the domestic market and global after sales accessories market (China has a complete domination in this with a share of over 70%), and to establish a share of atleast 25% in the global after sales accessory market with original design and quality being the hall mark of Indian manufactured after market accessories. |

| 4. |
To establish a robust export of mobile handsets in line with Objective No.1 by studying the possibility of exporting 100 million handsets per annum by 2012. This will be done in consultation and active partnership with the Telecom Products & Services Export Promotion Council. |

To establish a competent design and R&D eco-system in India, catering to Indian and global markets, in the following areas:
Mechanical tooling design
Mechanical design
Hardware design
Mobile device software and software platform design
Mobile services content development
With a stated goal of establishing a market share of atleast 20% within 2012, of the global design and R&D spend in this sector, thereby creating substantial intellectual property in India. |

All these activities to be done in a manner which supports and strengthens a legal and ethical design and manufacturing activity and also promotes it globally with deep respect for the patents, intellectual property and environmental concerns thereby substantially strengthening India’s case as the destination of choice with the best manufacturing costs. |

| 7. |
Special focus on the employment generation possibility of the manufacturing, assembling, R&D and design centres in the period 2009-2014 and to suggest ways and means to achieve it.” |

| 8. |
In view of the special importance of the rural markets, the special needs of the rural markets, the rural economy and the rural population will be studied. |
